RTI Forum suggests means to make relief transparent

GANGTOK, 30 Sept: In an open letter to the Chief Minister, the Sikkim RTI Forum has offered suggestions regarding the monitoring of relief funds and effective mechanism for its disbursement.
For every fund related matter, there should be an effective mechanism and 100% transparency to channelize it to the right person, the letter suggests.
Ward Panchayats, the letter suggests, should display the Survey report submitted to the DC/ BDO in 4 or 5 prominent places in the ward “so that the affected person may know whether his/her damage is recorded or not”.
In case some houses have been left out, the affected person’s grievance should be incorporated in the Survey report (if he/ she is able to show proof of damage) on the order of the DC/ BDO. The DC/BDO should take action immediately by incorporating the name of that person and the concerned Panchayat should be dealt with severely, the letter seeks.
The letter further suggests that the Government should categorize the damages and declare the relief amount according to these categories. The relief amount should be released ward wise which would make the monitoring more effective and easier than if it was done at block or constituency level, the letter adds.
The victims should not be given cash and issued \Account Payee Cheques instead with every DAC and BAC maintaining detailed record of funds disbursed.
The Government can also seek the help of local NGOs and volunteers to get things done faster and open a website detailing everything related to Relief Fund Disbursement, the letter adds.
