Golay demands immediate setting up of Civil Service Board in Sikkim

GANGTOK, 07 Nov: The Sikkim Krantikari Morcha has welcomed the recent Apex Court order for setting up of a Civil Service Board (CSB) at the Centre and the State within three months to “regulate postings, transfers, inquiries, process of promotion, reward, punishment and disciplinary action against the bureaucrats with a view to insulate them from political interference and put to an end to frequent transfers of civil servants by political bosses”.
In a press release issued today, former MLA, PS Tamang [Golay], has stated that this is a landmark judgment which will minimize corruption and ensure accountability.
“The bureaucrats have been empowered to record in writing oral instructions of political bosses in file, the ultimate aim of which is to ensure govt. policies and programmes reach the poor people. They have been refrained from action on oral instructions of political bosses except in certain special circumstances. Welcoming the verdict, serving and retired bureaucrats have said that the decision would help to ensure good governance and improve functioning of the govt,” he conveys.
Mentioning that Sikkim has a small and manageable bureaucracy, he has said that it need not therefore take it three months to set up the Civil Service Board.
Mr Tamang has demanded that the State Government set up the Board “immediately” and “save the serving bureaucrats from the whimsical decision of the State Government”.
“The extension of services of superannuated and highly pliable dead woods is another classic example of moral subjugation of upright and honest officers in the Chamling administration,” he alleges.
