Workshop on Incident Response System gets underway

GANGTOK, 25 Aug [IPR]: Five-day training and workshop on Incident Response System or IRS got underway here in the capital today.
The workshop is organized by Sikkim State Disaster Management Authority, Land Revenue and Disaster Management Department & Gangtok Municipal Corporation with support from Ministry of Home Affairs and UNDP India.
During the inaugural session, Deputy Secretary cum State Project Officer, Prabhakar Rai in his welcome note expressed his gratitude towards the resource personnel and also highlighted on the importance of the said work shop.
On the first day of the workshop which was attended by the officers of the line departments the resource personnel from New Delhi and Kolkata, Col Pathale [NIDM Consultant] and Sankha Santra [OSD GOWB West Bengal] respectively explained and informed the function and  objective of IRS and its importance.
The main objective of having this workshop is to enhance response capacity in urban areas through disaster preparedness and mitigation for the officials involved in response from the municipality and corresponding districts they informed.
Coordination in humanitarian response to disaster is not simply a specific set of actions rather an approach to emergency response that attempts to maximise its benefits and minimise inefficiencies. This involves coordination and collaboration through different phases of the response including planning, operation, data collection, information management and resource mobilisation. If the response is planned and the stakeholders are trained, there will be no scope for ad-hoc measures and the response will be smooth and effective, they stressed.
The resource personnel explained how the essentials of this system has evolved over a period of time by studying and analyzing the good management practices followed during management of incidents or disasters. This is a system which systematically packages best practices in management with proper monitoring system, Management Information System and organizational principles making it capable of adapting and improving the effectiveness of the response, they apprised.
They also enlightened the trainees and the attendants about the Objectives of IRS which are Unity and Chain of Command, Organizational flexibility, Unified Command, Span of control, Common terminology, Personnel accountability, Integrated communications, Resources management, Establishment and transfer of command and the Incident Action Plan.
