Golay protests Speaker decision disallowing debate on Patra Commission Report

GANGTOK, 01 Sept: The principle opposition party in the Sikkim Legislative Assembly, Sikkim Krantikari Morcha, has come down heavily against the Speaker’s decision not to allow SKM president Prem Singh Tamang [Golay] to speak and discuss the report of the Patra Commission of Inquiry tabled in the House today.
Mr. Tamang had moved a motion under Rule 320 of the Rules of Procedures of Sikkim Legislative Assembly seeking time to speak and debate on Justice Patra Inquiry Commission. He added that the Speaker has not passed any order on motion before the concerned minister [in-charge of Law and Justice] gave clarification on the report tabled in the House.
The action taken report tabled in the house has not been authenticated by the minister concerned, Mr. Tamang alleged, arguing that as per rules, the report should have been tabled under Section 3 of Sub-Section (4) of the Commission of Inquiry Act 1952. Therefore, the report tabled has no meaning, he claimed, contending procedural lapses.
He also questioned the government’s move to table the report at this truncated one-day sitting of the Assembly instead of having done so the House sessions were underway full swing.
The report was submitted today, with just four days before it would have lapsed [as per the Commissions of Inquiry Act 1952], Mr. Tamang pointed out.
